Step 1: Create a developer account on Google Play Store

Step 2: Access https://play.google.com/apps/publish  and sign into you Google Play account.

Step 12 : In the Contact Detail section, enter your website, email and phone number.

Step 13: In the Private Policy section, enter the URL of the application private policy.

Step 23: In the Countries section, choose Available to distribute your application in a region or worldwide.

Step 24: In the Primarily Child - Directed section, select whether it is a children application.

Step 26: In the Consent section: Choose the Android content guidelines that your application fulfills. Click Save Draft.

Step 27: Turn on push notifications for the app: click Link a sender IPD in the Services and APIs tab.

Step 28: Click Ready to publish - click manage Releases - click Edit release - click Review -  click Start roll to production - click confirm.

Finally, you have finished, and Google Play is going to review and censor your application. If it is approved, you will receive an email of application classification table; if not, there will be an email notification.
